The game
The Accord can print food, move habitats, and dispatch sentient starships. It cannot make an emergency decision legitimate by spending more. Every petition names who is asking, who can refuse, what evidence is missing, and what the delay costs.

Minds are citizens
Accord Minds carry surveys, habitats, rescue work, and public memory. Each has legal standing, a history with the people involved, and a reason for accepting or rejecting an assignment. Asking a Mind to enter a dangerous route is a civic request—not an equipment order.
