The Accord can move fleets, fabricate habitats, and simulate futures. Its strategic constraints are public mandate, attention, trust, and the rights of the people affected by each decision.

Observation creates exposure

Each observation reveals the Accord to something unknown.

Scans, testimony, simulation, and contact can reduce uncertainty. They can also reveal how the Accord observes, communicates, and decides.

Opening

A neighbor requests aid.

The Unity of Orison arrives with overloaded clinics, contradictory instructions, and no shared authority that can sign for everyone. The immediate question is who can consent to rescue.

Threshold

Serenity misses a burst.

Every relay tests clean. No communications silence was filed. Her own timetable has not been late in a century. The Accord has no checklist for the remaining case.

Later

Valid records disagree.

Five custody records pass their seals and describe different hearing rooms. The archive clock is ahead of its witness. You still have petitions waiting for a decision.

Citizen Minds

Citizen Minds choose whether to serve.

Minds advise the public, carry expeditions, coordinate habitats, preserve memory, and negotiate with other civilizations. They have standing, history, and the right to refuse dangerous work.

The unknown adapts

Repeated defenses teach the unknown how to respond.

Dialogue, rescue, quarantine, concealment, and resistance expose different parts of the civilization. A successful intervention may still improve whatever comes next. These are current 1920×1080 captures from the Windows build.
